Ōtsuki Fumihiko
(1847-1928). Linguist, philologist, and lexicographer. Pioneer scholar in the grammatical study of the contemporary Japanese language. He is especially well known for his compilation of Genkai (1889-91, Sea of Words), the first comprehensive dictionary of contemporary Japanese arranged in the order of the kana syllabary.
